Some parts of justice are dramatic. They even seem glamorous. But what happens out of the spotlight is the most important work. Raiding a brothel is something that's easy to quantify. A victims progress in aftercare, however, is much harder to measure. And prevention, as well. How do you quantify something that didn't happen but could have?
